My LED Lights Won't Turn On!

Ugh, this is so frustrating! I want my LED lights to work, but they just won't switch on. I've looked the sockets - they seem alright. Maybe the circuit breaker is {the{ problem? I haven't remember what else to do! Any help would be really appreciated!
